This is a 1 oz .999 silver coin that is uncirculated and has been encapsulated.  It is the Year of the Snake, a 2013 coin and was the first in the Lunar series that Tokelau Islands was producing.  

This coin was minted by B.H. Mayer's Kunstprageanstalt, (often referred to as the Mayer Mint) in Karlsfeld, Germany.   The coin was a significant release because it marked Tokelau's first foray into the "lunar" Bullion series.  Mintage was only 50,000 pieces (for the 1 oz Reverse Proof Bullion Version)  

The obverse features the Ian Rank-Broadley portrait of Queen Elizabeth II and the Tuluma (Tokelau's national fishing box symbol).
 
The reverse features a mother snake coiled around her hatching babies in tall grass.
